CYSA Policy on International Clearances and

Governing Policy Provisions
US Soccer Policy 601-6 –
International Clearances provides in full:
For a player who comes to the United
States on or after the player is 12 years of age, the player must
request and receive an international clearance from the Federation.
However, an international clearance is not required of a player who is
12, 13, 14, 15, or 16 years of age if the player and the player’s parent
or guardian signs a statement that the player has not signed a
professional contract or received money from any team for playing
soccer.
United States Youth Soccer Policy on
Players and Playing Rules (December 1, 2006), Rule 207 provides in full:
Rule 207. INTERNATIONAL CLEARANCES
(a)
For a player who is
at least 17 years of age and comes to the United States on or after
the player is 12 years of age, the player must request an
international clearance from the Federation.
(b)
For a player who is
12, 13, 14, 15, or 16 years of age and comes to the United States on
or after the player is 12 years of age, an international clearance is
not required. However, the State Association through which the player
is registered may require that –
(1)
the player’s
parent, parents, or legal guardian complete and sign a statement
that the player has not signed a professional contract or received
money from a professional team for playing soccer; and
(2)
the statement be
(A) retained by the club or league with which the player is
registered, or (B) filed with the State Association.
CYSA International Clearance
Compliance Policy
(a)
International
clearances are required only for Division 1 players who are 17 years
of age or older on or before the final State Cup game for that
player’s age group and gender who came to the United States after the
player was 12 years of age and who are participating in State Cup
competition.
(1)
The international
clearance must be obtained from the Federation on or before the date
the final State Cup game is played for the affected player’s age
group and gender or the player will NOT be eligible to continue in
state, regional, or national cup play;
(2)
It is the
responsibility of the player, the team, and the league to insure
that that any required international clearances are appropriately
and timely obtained;
(3)
When required the
International Clearance Form must be sent to the CYSA office for the
authorization of the State Association. The CYSA office will
forward the original to US Soccer and retain copies in a file.
(b)
Each league may
require for Division 1 players who are 12, 13, 14, 15, or 16 years of
age and who came to the United States after the player was 12 years of
age that the player’s parent, parents, or legal guardian sign a
statement that the player has not signed a professional contract or
received money from a professional team for playing soccer.
(1)
The statements are
retained by the league or, if the district requires, the district.

(Optional)
1. Are you over the age of 17
years?
2. Did you come to the United States
after you were 12 years old?
If the
answer to both questions 1 and 2 are “yes,” then an international
clearance is required. In that case, the International Clearance Form
must be sent to the CYSA office for the authorization of the State
Association. The CYSA office will forward the original to US Soccer and
retain copies in a file.
