If you have a change in your League Board Officers,

it is imperative you file notice with the CYSA State Office. Credential check at the Annual General

Meeting (AGM), January 27th, in Oakland CA.,

will require you to have the most current League

Board Officers on File with CYSA.

 

This form is due into the CYSA State Office no later

than January 17th, 2008

VOTING

CYSA Constitution and Bylaws Section 1:07:04 states: “Each affiliated league, each of its registered teams, and each member of the Board of Directors shall be entitled to one (1) vote.  Voting shall be restricted to those affiliated leagues and their registered teams which have been registered during the current season.  Voting by proxy shall not be allowed and only those members of record, in good standing, shall be entitled to voting privileges.  No person shall cast more than one (1) vote, regardless of his/her affiliation with league(s), team(s) and/or as a member of the Board of Directors.  The Chairman of this Association shall cast a vote only in the case of a tie.”

 Registration Procedures

 

The following describes the voting procedures for the California Youth Soccer Association Annual General Meeting.  The procedures are based on the CYSA’s Constitution and Bylaws, California law, Robert’s Rules of Order, and established practice. 

  1. The State and District Registrars doing credential checks and registration will insure that the person:

    1. Attempting to register as a league representative is eligible to be the league's representative by comparing the league affiliation form of record with the person's name as proved by a means of identification bearing the person's picture.

    2. Attempting to register, as a team representative is one of the following:

      1. A team official duly registered and rostered to the team as shown as proven by a means of identification bearing the person's picture.

      2. The parent of a player duly registered and rostered to the team as proved by a means of identification bearing the person's picture.

        1. If the parent or guardian for any reason has a different last name than the registered and rostered player, such parent or guardian will be registered to vote as a team representative only if they present a copy of the 1601 form showing their signature and a means of identification bearing their picture

      3. A player over the age of 18 years that is duly registered and rostered to the team as proved by a means of identification bearing the person's picture.

    3. Attempting to register as a member of the board of Directors is a member of the Board of Directors.

  2. At the time of registration, the person determined to be eligible to vote pursuant to the procedures stated in number 1 shall have affixed a wristband similar to those used by hospitals that may be removed only by cutting it.

  3. The area in which the AGM is held will be divided so that those eligible to vote are distinctly segregated from those not eligible to vote and that the means of entering and leaving the eligible to vote area shall be supervised so that only those entitled to vote as shown by the wristband will be allowed in and out of the voting area.

  4. Only eligible voters are entitled to speak and address the assembly at the appropriate times throughout the Annual general Meeting. All persons may address the assembly when the Good of the Game agenda item is called time permitting.
